City of Placentia General Plan Update Environmental Impact Report (EIR)
In 2017 the City of Placentia selected TDA to prepare an EIR for its proposed General Plan Update.
TDA’s early participation allowed input to the goals and policies of the General Plan Update, so that many issues requiring mitigation were managed through compliance with the Plan itself rather than after-the-fact mitigation. TDA compiled the EIR and it was certified in late 2019. This was a highly interactive process with the City residents, and the unanimous approval of the General Plan Update and certification of the EIR was a first after more than 20 years since the previous General Plan and EIR were adopted.
San Bernardino International Airport Authority (SBIAA) Eastgate Building I Project EIR
TDA has been working with the San Bernardino International Airport since 1992, and was approached to assume responsibility for CEQA compliance for the Eastgate Distribution Facility.
TDA has been working with the San Bernardino International Airport (SBIA or Airport) since 1992 to address environmental and related issues from the closure of former Norton Air Force Base. In mid-2018, the Airport Authority approached TDA to assume responsibility for CEQA compliance for the Eastgate Distribution Facility—an Air Cargo Logistics Center with air- and land-side operations, including the addition of up to 26 flights to SBIA per day. TDA assembled a team and completed the CEQA review process with six months. Many complex issues, such as ground traffic, air operations, public health risk, and use of emission credits in the South Coast Air Basin, were addressed in this document. The EIR was certified and, after completion of the NEPA documentation (managed, but not prepared by TDA), this project is operational and providing important revenue to the SBIAA operations.
Inland Empire Utilities Agency (IEUA) Chino Basin Program PEIR
TDA has been working with Inland Empire Utilities Agency for 20+ years, and was engaged to prepare the environmental documentation for the Chino Basin Program.
In 2021, TDA was asked to prepare the project description for the Chino Basin Program, a beneficial use program that would install a 15,000-acre feet per year (AFY) Advanced Water Purification Facility and associated infrastructure in the Chino Groundwater Basin and that would facilitate a water exchange with the State Water Project to benefit salmonid species in the Feather River. TDA was engaged to finalize the CBP Draft EIR (DEIR) in September 2021 with a goal of publishing the DEIR by late October 2021, with certification occurring in May 2022. The preparation and processing of this Program EIR (PEIR) was notable for the short time period available to prepare, process and certify the PEIR (essentially two months) and team with another IEUA on-call environmental firm (Rincon) to successfully complete the effort in order to stay in the running to receive up to about $210 million dollars from the State.
City of Murrieta Washington/Nutmeg Multifamily Development Project
In 2019, TDA was asked by a developer to prepare CEQA documentation to meet City of Murrieta Standards for the Washington/Nutmeg Multifamily Development Project.
In 2019, TDA was asked by a developer to prepare CEQA documentation to meet City of Murrieta standards for a multifamily development project that would construct 17 apartment buildings containing 210 multi-family housing units (all market-rate apartment units). TDA prepared a Focused EIR to a previously adopted Initial Study/Mitigated Negative Declaration (IS/MND) that analyzed the potential impacts to scenic vistas of adjacent single-family residents and views from the adjacent roadway at Nutmeg Street traveling west approaching Washington Avenue in the City of Murrieta. This EIR was unique in that it was focused solely on one issue that was raised as a concern by residents of the adjacent single-family residents. The Focused EIR determined that impacts to private views does not constitute a significant impact under CEQA and that no public views would be impacted by the proposed project. This project was certified by the City of Murrieta in January 2022.
Mission Springs Water District (MSWD) West Valley Water Reclamation Program EIR
As the primary environmental consultant to MSWD, TDA was retained to comply with CEQA for the District’s West Valley Water Reclamation Program.
In 2019, TDA completed the West Valley Water Reclamation Program EIR, which was approved by the MSWD Board in 2019 with full support from their Board. The certification of this EIR will allow MSWD to construct a new wastewater treatment facility, along with a conveyance system that would connect existing sewered areas to the new facility as well as areas that are served by individual septic systems, which have contributed to water quality degradation within the Coachella Valley Groundwater Basin Garnet Hill Subbasin MZ4).
Redlands Packinghouse District Addendum
In 2016, TDA was approached by the City of Redlands to determine the appropriate CEQA compliance for proposed changes to a site plan for a previously adopted EIR that would eventually be developed as the Redlands Packinghouse District.
In 2016, TDA was approached by the City of Redlands to determine the appropriate CEQA compliance for proposed changes to a site plan for a previously adopted EIR, and was ultimately retained to complete an Addendum for the Redlands Promenade Project (renamed the Redlands Packinghouse District). This Addendum evaluated modifications to a smaller portion of the original project site, ultimately enabled the construction of an approximately 88,075 square foot commercial center with 6 buildings on the 10.42-acre site north of Stuart Street in the City of Redlands. While this is one of TDA’s smaller projects, we are proud of this project particularly because it has been developed and serves our local community.
